Dave is chartered with positioning and leading DACRA Tech’s strategic direction, as well as establishing a product roadmap that helps relieve its government customers of some of their most pressing adjudication burdens. Dave’s development philosophy starts with listening and working side by side with customers to completely understand their business challenges. Innovation then follows, bringing unique and effective solutions for customers. Most importantly, Dave values clients’ success and wants to make sure clients are supported. Customer Care is Dacra Tech’s culture and core value and is a cornerstone concept that Dave embraces.
In addition to leading several companies, Dave has also been in technology leadership roles for over twenty years. He has led teams in sectors such as government, commercial insurance, and telecoms/ISP’s.
Dave has a B.S. in Computer Science, Master’s Degree in Information Systems, as well as PMP and Scrum certifications. The combination of his experience, culture, and drive makes him an ideal fit for DACRA Tech for our next stages of growth.
Paul Kolecke spent his early career as a Business to Business Information Technology consultant, focusing on automating management processes and creating the most efficient workflows. Programming, Development and Automation were key to his success—it’s those projects that brought him to Dacra where he’s spent the past 12 years creating and designing the flagship application.
Design and implementation has been his strong suit, although, his expertise ranges from general Information Technology, SQL and database, and all the way up to daily .NET development. Paul strives to meet customer needs and expectations, all while creating a superior product.
Paul continues to increase his knowledge of the inner workings and business requirements of Administrative Adjudication and is the bridge between requirement and efficiency. Paul prides himself on creating reliable and user-friendly applications. His ability to continue to understand and learn the requirements of the users and transform that into the best product, is what makes him a valued asset to the Dacra platform.
Vice President of Sales
Retired Police Chief Glenn Theriault spent over 25 years working with residents to create safer, healthier communities. In the early days of his police career in Elgin, Illinois, he volunteered to live and work as a Resident Police Officer in a struggling neighborhood riddled with gangs and drugs. By collaborating with grassroots community organizers, the community turned around by the eradication of gangs, criminal activity, and general blight. Through this, Glenn learned the value of fair and efficient handling of municipal violations to create a culture of compliance in a neighborhood.
This translated throughout his career where he ultimately worked with city departments from police to public works to code enforcement to establish an effective and efficient administrative adjudication court system from the ground up. Throughout Glenn’s career, he always returned to his roots knowing that working with all aspects of a community makes a thriving community. Today, Glenn regularly consults with municipalities large and small to create effective, efficient, systems. These systems provide violators the highest level of due process while ensuring the costs of enforcement are recovered from the violators, instead of your residents.

Tami is the key in helping municipalities flourish through education and structure. She leads our business operations and client success teams ensuring our on-boarding, training, and client service are comprehensive, responsive, and user-friendly.
Before joining DACRA Tech, Tami spent 25 years leading in the education and medical device arena. She is an author and subject expert on advanced adjudication instruction. She is committed to helping teams succeed while providing a lasting positive impression in the lives of learners. Because of this rigor and passion, our client success team is next-to-none.
Tami has deep experience in education and software training and implementation. She holds a master’s degree in Adult Education from Northern Illinois University, as well as a bachelor’s degree in Science from the University of St. Francis.
